If you take a more close look in the diagrm you can find a small branch session of route will expand from the tunnel entry and pass by RC near by current temproary car parking. ( I bought a 2004 city map. That route is indicated as dot line on the map.)

So it means there will be a large flow of traffic will pass near Block 1 and it should be largely noisy trucks.

To me the noise level will go up especially for flat with hill side view especially for block 1 and 2.
