Water: If you are the Owner and living there of cause you need to apply.

Internet: No need to apply. But need special Internet Cable which from the Socket on the wall to your PC.

internet : special internet cable can u give me the model or i can go to computer company to buy it ?

You may ask the preious owner. Or you can ask the RC Management office. No necessary to buy from outside.
