to do checking .
Actually  it is so difficult if i want to check whether the bathroom

Yes it should be installed and test by them before. The Mgt Off has already prepaid the deposit for you.
Usually when you receive the flat the staff will mark the readings of the water/electricity meters and then transfer the account to you and you have to pay back the deposit.
And from this moment any new usage shall be paid by the houseowner.
