It depends how you look at it I'm not fixing it since that wire is not critical and the mechanic told me not to worry about it. Your belt should be easy to put on you just need a good wrench to loose and tighten it. If you haven't fix it you will want to do that asap if that belt is the alternator belt if it's the A/C belt you just won't be able to use the A/C for now. I just put the "dodorant hangers" and hopefully no more worry about mice for a while.
It your steering wheel is very tight then it's your power steering belt that's usually the one in the middle for most cars. If it's your alternator belt your battery won't be re-charged and won't have enough juice to start your car and usually your alternator light will light up in your dashboard. You may just want to stop by the Esso gas station and ask the mechanic if he's willing to put it on for you. He's pretty nice guy. even though his main job is to change oil but I have seem him do other stuffs for people.
Billy one other suggestion if it is indeed your power steering belt and the mechanic has to remove the alternator belt to get to it then you may want to inspect the alternator belt and check if there is any visual damage of any mics bite if there is then you may want to have it changed the belt itself is very cheap. In the US I usually keep a lady silk stocking in the car if and when the alternator belt broke I can simply use the stocking and tie around the pulleys with a tight knot that can last for quite a while before you replace it with a genuine belt.
