Free of Shuttle Bus

Can anyone tell me that the shuttle bus is free or not from RC to Tsing Yi MTR Station? Can anyone confirm that matter?

我知青衣城不騮有免費穿梭巴士接送各大屋苑居民往商場購物

I agree to have a shuttle bus from RC directly to Tsing Yi station but NO free lunch.

If the developer provides free shuttle bus that means we need to pay money through management fee.

B&W is good but the developer will not promise in B&W easily.
Web page's information doesn't have legal power .... and they can have the content changed easily  :x
