put the rubbish into the rubbish bin!!!

I don't know what is the purpose of the rubbish bin ??

Long time ago we urge to have a rubbish bin because we don't know WHERE to put the rubbish !

NOW we do have a rubbish bin BUT some people STILL not know where to put the rubbish e.g. put them on the rubbish bin put them beside the rubbish bin??!! Finally the rubbish bin is empty but the space beside it is full...
