I have an idea the existing arrangement only limit those buses which accept "CASH" payment on the bus.  If we hire a bus regularly from a bus company sign contract with them then those interested residents can paid a monthly fee to take a ride on this bus then this regulation will not be able to apply to us right?

The only things we need to consider is each route we setup must have enough residents join first otherwise that particular route will not be open because not enough people join that route.

Do you all think this applicable?

Seems this consultation paper could not limit those bus hire on a monthly bus just point towards those 泥勐"bus".... not those buses hire by a company on a regular basis...
