Yes. This project has been confirmed. In fact they are building the tunnel now. You can find more information here:

This route even go all the way to Shatin. This is really good news for us.

yes this route goes from T9 through a bridge and landing at Cheung Sha Wan's 元州街 just pass before 宇晴軒 then through a new tunnel to 沙田
