Yes ar.
When I first time rent a car about one year before they said it must be the owner.
Last time should be april this year I ask in club house again. they said resident card holder is also OK.

As I know the Cars are owned by all RC owners. The club house will help us to run 2 yrs. After 2 years the OC will need to decide to continue this service or to sell them. For keeping them we need to pay the running cost of those cars & admin cost. For selling them we will have the $$$ back to our account (mainly as a reserve). So that's why they said is for the owners. Maybe I'm not so update (I asked when i move-in last year -June) or maybe only the owners can apply the club membership.  :em18:
