Medical service

Hi everyone

I have a question. When I bought this flat I saw there was a 24 hours medical service would be provided to all the RC residence. That mean we could make an appointment with doctors and he/she would come over to our place. However no one seemed to know anything about this. Yesterday my father was sick and I called up the security department for doctor appointment. They called they dont have such a service. did I misread the senstance on the booklet? or they just lied to me?
Does anyone know about this?
