This problem solved.. because mose of the buildings are connected by fibre cables not does not rely on Wireless connection at all.

That's true... VOIP need some equipment like computer to "cut" your voice conversation into data packet... thus in case power failure... no telephone to use. Back to real HK seldom have power failure even so we have mobile phone ma :>
