Please pit the rubbish in the refuse bin!!!!

Dear neighbour:
        I have something to say today morning I discovered that our neighbour didn't put theie refuse into the refuse bin!!!
       They just only put them on the cover of the bin!!!!
       When I pick up the cover I saw that there was nothing inside!!!!
       That makes me feel very confused~~~~why they do such things????
       And Make the way block!!!! As wwe all know block the way out of the exit will cause other's inconvience~~~~~~
        Please do one more action: Pick up the bin's cover and put the refuse in the bin!!!!!! :em20:  :em20:  :em20:
