I have my own car but I can answer to your question because I ask already before.
It is 24 hours rental it means you take the car this morning 9:00am. You have to return the car before tomorrow 9:00 am.
The price is good for example jazz 88 for weekday and 188 for weekend or holiday.
But the car rental people must be the owner even you rent the apartment but not owner it is not allowed.
You must have a people have at least two years driving lisence otherwise is not allowed too.
For more detail is better ask management office.

What I know is the car rental is handled by Hertz.
It means car rental and car return at least should be at Hertz office hours.
