I work with mgt and some estate OC and IO i nthe past few years.
For KC sites most likely can only form OC because the right of control is calculate by the "whole development" which means RC has Hotel + Shopping Centre + Residential Blocks..... all 3 together will become the total dvelopment.
Actually 5 residential blocks together may not have 50% of ownership of the whole estate it will less than the legal requirement... and only can form OC r...
E.g. South Horizons.... only have OC....
When we form OC at most we can raise complaint in the meeting but the developer and management company cannot be change.
