I have installed Wireless LAN system in a very famous private club in Hong Kong. I think I can share the experience with you.
1. we can install few wireless APs (external antenna with 20db gain or above can cover near 150-300m for outdoor area) in level 6 or 7 for block C/T6 H/T3 H/T1. I think it can cover the outdoor area of the swimming pool nearby resdential area.
2. We can set a login gateway (I have developed such software in LINUX) just like PCCW so that only valid user (RC guys who are paided for the setup or monthly cost if required) to login. Other guys like hotel users sorry it is private!

If we decided to setup a wireless network only for the access to a broadband service provider (assume HGC) because they are FTNS licensee. We (assume as an OC) we can apply for a class licence from OFTA to setup a wireless network only to serve the residents of RC. Becasue 2.4G 802.11B/G is a free band we can use without paying any additional licence fee.
